Trying to log in to Microsoft Team Foundation Server and get the error message Microsoft Visual Studio Team Foundation Server HTTP Status 403, TF53011, is not a licensed user?
Microsoft Visual Studio with Team Foundation Server 2005.
You try to start Microsoft Visual Studio 2008 and log on to the Team Foundation Server (TFS). You get the following error message:

The request failed with HTTP status 403: TF53011:
Domain\Username is not a licensed user..
Well, you will find or you already found a lot of information on the internet regarding this error message / issue. But (al)most all of them are somehow related to the Workgroup Edition of Team Foundation Server. For me, this wasn’t the case.
However, this post will explain how to fix this when running the full Microsoft Team Foundation Server without the 5 User limitation.
When you installed Microsoft Team Foundation Server (TFS) you have chosen a User Account for the Windows Services to run under.. in my situation, using this account was the only way to get back in Team Foundation Server.
So, to find out the Windows Service account username open
Now log on to Microsoft Visual Studio Team Foundation Server using this account. You can do this by loggin off/on to Windows or do a runas and open a cmd under this user account:
runas /u:domain\tfsServiceAccount "cmd.exe /k"
now type “C:\Program Files (x86)\Microsoft Visual Studio 9.0\Common7\IDE\devenv.exe” to start Microsoft Visual Studio under this user account
now navigate to Team | Team Foundation Server Settings | Group Membership..
if the Menu Team is missing, you have to connect to the Team Foundation Server first.. => Tools – Connect to Team Foundation Server
Select [SERVER]\Team Foundation Licensed Users, then click on Properies
Select Windows User of Group and click on Add
Now select the users to have access to the Team Foundation Server and try to log in again using one of these users.
